não precisa criar um executavel com um browse em vcl vc distribui seu projeto como exe (standalone) ou servico (sugiro vc distribuir como serviço) pois ele inicia automático seu cliente basta abrir o navegador e botar o ip da rede local (do seu servidor local) e pronto eu mesmo estou fazendo um frente de caixa off line que vai funcionar dessa forma off line mas rodando no navegador
