XE2 Studio Trial installation error. [DCC Fatal Error] uSynUsp10.pas(1): F2039 Could not create output file 'C:\Users\Public\Documents\RAD Studio\9.0\hpp\uSynUsp10.hpp'

I am currently trying install trial version on XE2 (Try both Rad and Delphi). Stuck at below error:-

[DCC Fatal Error] uSynUsp10.pas(1): F2039 Could not create output file 'C:\Users\Public\Documents\RAD Studio\9.0\hpp\uSynUsp10.hpp'

Have you had such problems before, or are you installing for the first time? Maybe you have permission issues?

First time try and install uniGUI. I try XE2 run as administrator (win10 pro) also same error. I also tried gave full control security right also same error appear.

Yes, I stuck at step 7 when Build  first package uSynEdit_R2012. The above error appear after click build uSynEdit_R2012.

Solved after disable all Window security.
