Changing Login Form Caption doesn't work

How can I change the login form caption? (without using javascript)

You can see by looking at Demos/Desktop/LoginForm and /LoginForm Cookies

that whatever caption we set, it doesn't work.

I tried events OnCreate , OnShow, OnActivate
